Effective April 1, 2021, Acumen Fiscal Agent will no longer be providing Financial Management Services (FMS) for Colorado CDASS members. All members currently utilizing Acumen Fiscal Agent must choose a new FMS vendor by February 10, 2021. If members do not choose an FMS by February 10, 2021, they will be automatically transferred to Palco.

Transitioning to a new Financial Management Service (FMS) company can be filled with many emotions! To make this transition easier for you, Palco’s Colorado transition team is ready to assist you every step of the way.

Palco’s paperwork is easy!

To make your transition easy, workers do not need to complete new forms. Acumen will transfer all your data to Palco. We have an optional worker transition packet to fill out if you need to update or verify your payroll information. If PPL is selected, full enrollment packets will be required.

The Employer of Record (EOR) will need to complete several forms that allow Palco to take over as the Fiscal Agent. These forms can be found in the Employer Transition Packet located on the Palco Colorado Programs page, under the Acumen Transfer menu.

If I am moving to Palco, will I have to complete all new paperwork?  
The Employer of Record (EOR) will need to complete several forms that allow Palco to take over as the Fiscal Agent. These forms can be found in the Employer Transition Packet located on the Palco Colorado Programs page, under the Acumen Transfer menu.

The great thing about transferring to Palco is workers will not have to complete new forms. Palco has published an optional worker transition packet if a worker would like to update or verify the correct payroll information is on file. All other data will be transferred from Acumen. If PPL is selected, full enrollment packets will be required.

Where do I find the EOR form?
Palco’s website: Colorado Program Transition Enrollment Packet.

Where do I find the optional Worker transition packet?
If your attendant would like to update any information, we have an optional attendant packet on the Palco Colorado program page.

How does my worker get registered for Electronic Visit Verification?
Palco uses an EVV system called AuthentiCare. To register, every employer/worker must complete an EVV registration either online or via the form. This form will allow Palco to set up the worker with access to the system and issue credentials. Please complete the registration as soon as possible. Credentials will be issued at the beginning of March.

My attendant had a live-in exemption with Acumen for EVV, will this continue?
Yes, Acumen will transfer all live-in exemption information to Palco. If any follow up is needed, a Palco enrollment specialist will contact you. Live-in attendants with an approved exemption do not need to complete the EVV Registration mentioned above.

Will I receive a W2 from Acumen and Palco for 2021?
Yes, both FMS providers will provide the attendant with a 2021 W2 next year.

What should I do with outstanding timesheets prior to March 16, 2021?   
Please submit all outstanding timesheets to Acumen prior to starting with Palco on March 16th, 2021.  

What is my official start date with Palco?
Your official start date with Palco is March 16, 2021. 

When will I receive my paycheck from Palco?
The first timesheet for the pay period March 16 to March 31 is due by April 2. The first pay date will be on Thursday, April 8, 2021.

Do I need login credentials to submit time?
Yes, Palco uses Authenticare mobile EVV application and the online timesheet portal, CONNECT.

How will we receive login credentials to the EVV Mobile App – AuthentiCare and the Online Timesheet Portal, Connect?  
After you register, Palco will process your information and set up your account. You will receive an email in early March with your credentials.

How do I hire new Attendants? 
Palco offers a few ways to complete new hire enrollment paperwork. The quickest and most efficient way is our online enrollment website.  Palco will provide a link to the new Attendants to login, create an online signature and fill in the required information.  The two other options are email and regular mail.

Will there be EVV Training?
Yes, we will be offering online trainings on the following dates and timesheets:

Wednesday, March 3rd at 5:00 PM
Monday, March 8th at 12:00 PM
Wednesday, 10th at 10:00 AM
